Yes. Under the Emigration Act, 1983, only recruiting agents registered with the Ministry of External Affairs may recruit Indian citizens for jobs abroad. Ask for the registration number and check it on the eMigrate portal.
The service charge is capped by government notification at a nominal amount plus GST, and employers usually bear the full recruitment cost. Any demand for visa fees, deposits or large processing charges is a warning sign.
Eighteen countries, including the UAE, Saudi Arabia, Qatar, Kuwait, Oman, Bahrain, Malaysia and Iraq, require ECR passport holders to obtain emigration clearance through eMigrate before departure. Professionals with ECNR passports do not.
